Richard Allan joined Ball Janik LLP in 1989 and has helped build the firm’s Environmental and Land Use practice groups, which are perennially recognized as industry leaders. His practice focuses on environmental and land use permitting in federal, state, and local arenas. He has represented developers in the siting and expansion of energy facilities, ski areas, destination resorts, and major industrial facilities, as well as in the cleanup and redevelopment of numerous contaminated properties. Mr. Allan provides counsel to clients on the environmental aspects of real estate and business transactions, including environmental liability and insurance coverage issues. He also regularly advises clients on state and federal renewable energy incentives.
Mr. Allan has been recognized by his peers as an industry leader in both land use and environmental law by Chambers USA, and as an Oregon Super Lawyer.

After receiving his law degree, Mr. Allan served as a law clerk to the Honorable Malcolm Lucas, Chief Justice of the California Supreme Court. He served for over eight years (1998-2007) on the City of Portland’s Adjustment Committee, including several years as Committee Chair.
Mr. Allan is a member of the Energy Forum of the Northwest Environmental Business Council. He is a frequent speaker on land use and environmental issues.
