Angela M. Otto
Construction and Design
Angela M. Otto is a Partner in Ball Janik LLP’s construction and design practice group. Ms. Otto’s practice is dedicated to the representation of general contractors, subcontractors, and suppliers, owners, and developers in construction disputes, litigation, arbitration and mediation. She also represents clients on significant delay and impact claims, complex contractual disputes, and other matters pertaining to the design and construction of multi-million dollar facilities. Ms. Otto has been involved in numerous complex construction and design claims, several significant delay and impact claims, countless lien foreclosure and breach actions, and multiple construction defect suits. She further represents clients on the front end of construction and design projects, including developing risk management procedures, negotiating contracts, and visiting job sites to mediate potential issues.
Ms. Otto has been recognized in The Best Lawyers in America for Construction Law and Litigation – Construction since 2018. She has been selected to the Oregon Super Lawyers list, published by Super Lawyers Magazine. Ms. Otto also served as counsel to the board for the Associated General Contractors Oregon-Columbia Chapter from January 2015 through January 2020.
Before joining Ball Janik LLP in April 2015, Ms. Otto was a partner at another construction boutique firm based in Portland. Ms. Otto’s deep construction-related experience includes multi-million dollar disputes involving the design and construction of a bridge using fiber-reinforced polymer decking, the defective construction of an active food manufacturing facility, the design and construction of various wastewater treatment facilities, a lien foreclosure dispute challenging the priority of the lender’s interest in the underlying property, the design and construction of a 60-mile natural gas pipeline in southern Oregon, and the design and construction of various hospital renovations and high-tech manufacturing facilities. Ms. Otto has also been involved in multiple construction defect suits, several significant delay and impact claims, and countless lien foreclosure and breach actions. Ms. Otto has significant arbitration and mediation experience, and frequently counsels clients on pre-litigation dispute resolution strategies. Additionally, she represents clients on the front end of construction and design projects, including developing risk management procedures, negotiating contracts, and visiting job sites to mediate potential issues.
Ms. Otto regularly appears in state and federal courts in Oregon and Washington, is also admitted in Utah, and has significant mediation and arbitration experience. She is a past Chair of the Oregon State Bar Construction Law Section and was a member of the executive committee between 2003 and 2010. She is a frequent speaker at continuing legal education and construction industry courses and seminars. Ms. Otto was also featured in the Portland Business Journal’s Executive Profile. Ms. Otto is a member of Oregon Women Lawyers and a founding member of the Women’s Foundation of Oregon.
